Well, let me take your questions first:
What are the Blue Scrolls?
The "Blue Scrolls" aren't blue in color. They were designated that because the stories in them all dictate Xena's journey to India. Most of what Xena discovered there dealt with the Gods of the east and the religions. In the Eastern cultures, the color blue is assocated with holiness. For example, in all depictions of Krishna, he is seen as blue in color. So, in our story of Xena and Gabrielle, the archeologist who found the scrolls deemed them the "Blue Scrolls".
Personally, sinc Krishna is a living God to billions, I wanted to give a nod of respect to Him and His followers by dedicating the scrolls as "Blue".
Are they different from Gabrielle's scrolls?
Only as I described above.
Were they written by any reincarnations of Gabrielle?
No, it was our familiar Gabrielle who wrote them.
